The first surveillance most children meet is the parental-controls app: an account, a dossier, a dashboard. Safety and surveillance got bundled, and parents were told that was the only shape it came in.

It isn't. A rule can live on the device, signed by a parent's key, and answer to nobody else. Kindred is a family of apps built on that idea: screen time by agreement, consent-based location, messaging with no way in from outside, and pocket money on a shared ledger. No accounts, works offline, runs on Linux and de-Googled phones. In alpha now, full release by November.
